PRESS RELEASE: Presentation of the National Strategy for the Development of the Prison System in the Republic of North Macedonia (2021-2025)
New National Strategy on the Development of the Prison System in the Republic of North Macedonia (2021-2025) is an important step which will help to ensure safer and more humane treatment of detained and sentenced persons, as well as respect and protection of their fundamental rights, in accordance with European values ââand standards.
The presentation of the national strategy and the delivery of medical equipment for penitentiary establishments, supported by the joint program of the European Union and the Council of Europe âHorizontal Facility for the Western Balkans and Turkey 2019 – 2022â, took place today in Skopje.
In his address, Agim Nuhiu, The Deputy Minister of Justice of the Republic of North Macedonia underlined the novelties that the implementation of the new strategy will bring, within the wider framework of the reforms of the government.
Julien Vassallo, deputy head of the European Union delegation to the Republic of North Macedonia, underlined that the national strategy drawn up is another step to tackle long-standing challenges, but that the key lies in its implementation. Vasallo said medical care of a standard comparable to that provided outside of detention is a right and stressed that strong political will is always needed to bring detention conditions up to European standards.
For its part, Marjan Spasovski, The Director of the Sanctions Enforcement Directorate thanked the European Union and the Council of Europe for their support. âThis national strategy took into account the views of all stakeholders – including those of the mediator – and international monitoring bodies. ” , he stated.
Lejla Dervisagic, The Head of Operations of the Council of Europe Program Office in Skopje thanked the participants and the authorities for their cooperation in strengthening the capacity of the national prison system and the provision of health care in prisons. “We will continue to further support the public authorities in the implementation of the strategy, with its stated objective – to advance the prison system in accordance with the highest European standards for the application of sanctions and alternative measures”, concluded Dervisagic ..
Medical equipment is supplied to six prisons in North Macedonia, located in Gevgelija, Idrizovo, Prilep, Shtip, Skopje and Tetovo. With a total value of over â¬ 46,000, the medical equipment, including a dental cabinet and ECG machines for the six prisons, will help improve health care in the prisons.

This activity is organized within the framework of the joint program of the European Union and the Council of Europe âHorizontal Facility for the Western Balkans and Turkey 2019-2022â, and its action âStrengthening the capacities of the penitentiary system and the mechanism of external control in North Macedonia âimplemented in cooperation with the Ministry of Justice of the Republic of North Macedonia and its Directorate for the Execution of Sanctions.
